Planning permission granted for new 'Main Street Kitchen'

An application to convert Frodsham's former HSBC building into a new restaurant has yesterday been approved by Cheshire West and Chester Council.
The ground floor of the 86 Main Street will be made into a 50-cover restaurant called Main Street Kitchen, with one two-bedroom flat on the first floor.
The flat will be accessed independently via a pre-existing staircase and door.
In a report recommending planning approval, case officer, Edward Shepherd, wrote: "The restaurant use would contribute to the vitality and viability of [Frodsham's] primary shopping area.
"Visually, the development would positively contribute to the centre's historical and cultural identity.
"With regards to privacy, no new windows will be placed in the building at first floor level.
"It is considered that the use of the first floor as residential would not lead to a significant loss of privacy over and above what would be expected in a residential/commercial area."
It was also noted that there is a roof terrace atop the flat roof to the rear of the property, but to maintain the privacy of other residents, this will only be used by occupants of the first-floor flat, and not diners in the restaurant.
The applicant, Abelines Geldenhuys, had proposed that the restaurant open between 8am and midnight from Monday to Friday, and until 2am on Saturdays.
However, having taken neighbouring properties into consideration, planning approval was only granted on condition that the venue shuts no later than 11pm on these nights.
On Sundays and public holidays, Main Street Kitchen's opening hours will be 10am to 10pm.
The Council also stipulated that the development include covered, secure parking for three bicycles, to help encourage the use of alternative forms of transport to the site.
The applicant now has three years in which to begin developing his new addition to Frodsham's hospitality offering.
